DepartmentCAPITAL PLANNING & FACILITIES (UA-VPAD-IUBLA)Department InformationThe Business Office team in Capital Planning and Facilities uses ethical, innovative, and sustainable business practices to provide excellent customer service, convenience, and value to the IU Bloomington campus, auxiliaries, and the university community. This shared service center focuses on effective, cost efficient, and policy compliant solutions while leading financial oversight and strategy. This unit is responsible for establishing and maintaining the fiscal integrity of all units within Bloomington campus that report to the Vice President of Capital Planning and Facilities.Job SummaryAs the primary fiscal administrator for IU Bloomington campus, this position has fiduciary responsibility for units that have a significant impact on the campus community and student experience.Department Specific Responsibilities

  • Leads financial oversight and strategy for Capital Planning and Facilities and supervises the staff in the centralized shared service center, which provides the following services: compliance, reporting, accounting, application administration, capital planning, procurement, accounts payable, travel, and financial analysis and planning.
  • Establishes long-term business plans and long-term strategic objectives.
  • Responsible for escalated operational issues, including human resources and/or people management situations.
  • Determines overall budget for Capital Planning and Facilities.
  • Develops business relationships across the university and externally.
  • Drives innovation and excellence within the area of financial administration.
  • Responsible for establishing and maintaining the fiscal integrity of all units within Capital Planning and Facilities (RC 82 and RC98).
  • Directly oversees financial operations and fiscal strategy for Capital Planning and Facilities.
  • Provides financial analysis, predictive modeling and forecasting, with development of data analytics including executive management dashboards to support data-driven decision-making, and long-term planning and fiscal strategy.
  • Provides high-level fiscal leadership strategic guidance to the operations, new initiatives, policies and priorities of business, finance and budget functions for Capital Planning and
  • Facilities units with combined budgets exceeding $300M.
  • Works with various leaders across the campus to ensure compliance and a coordinated campus effort to achieve cohesion amongst various stakeholders to direct, analyze, forecast, and advise on short- and long-term operational and fiscal issues facing operating units.
  • Reviews departmental budgets to ensure priorities and standards are met while understanding the significant impact the operating units have on daily operations of the Bloomington campus and the experience of IUB students.
  • Responsible for analysis and integrity of the capital plan and financial proformas for Operations, Capital Planning, Repair and Rehabilitation, and Procurement. These plans are used for Board of Trustee decision-making related to approval of rates and affect the university's ability to bond projects as well as its bond rating.
  • Acts as campus auxiliary representative in financial discussions with campus and university offices.General Responsibilities
    • Directs the daily and long-term financial and/or administrative operations of multiple university units or an unusually large multi-faceted academic, research, and teaching department within a school or college.
    • Responsible for accuracy, timelines, and the general integrity of the Financial Administration family, and fiscal, policy, and internal control management.
    • Creates annual revenue and expenditure budget for a large school/college.
    • Develops budgetary policies and procedures.
    • Develops models and provides recommendations to executive leadership for resource allocations and to enhance financial performance.
    • Develops and introduces growth strategies and identifies risks.
    • Monitors division and campus budgets and reports any significant deviations from approved budgets.
    • Controls all expenditures and statement of accounts to ensure regulatory compliance and fiscal integrity.
    • Directs the management of general appropriation, endowment, federal and non-federal grants and contracts, and gift funds.
    • Develops, plans, and directs special projects, which may include space renovations, space allocations, staffing, equipment purchases, long-range plans, leasing of off-campus space and services.
    • Provides leadership and direction through other managers.
    • May oversee and direct variety of human resources activities including employment, labor relations, benefits, training, and classification for unit(s)/campus.QualificationsCombinations of related education and experience may be considered.               • Ability to clearly present material and make it accessible to a variety of audiences
              • Ability to understand and interpret financial policies, regulations, and pertinent state/federal laws
              • Advanced knowledge of financial statements and different budgetary models; ability to apply in different situations
              • Knowledge of human resources laws and procedures as related to managing staff; Knowledge and understanding of the importance of mentors and mentorships
              • Demonstrates ability to create workable solutions from broad concepts and ideas, projections, forecasting, and long term planningPreferred
                • Working knowledge of IU financial systems and institutional technology applications is strongly preferred
                • Solid business knowledge for a variety of industry sectors as well as education and upper-level professional experience in accounting, capital planning, finance, data analytics including predictive modeling, and operations management with a working understanding of campus residential housing, residential and retail food service, catering, transportation, childcare, and others
                • High-level critical thinking and strategy skills including analysis, synthesis, predictive modeling, and evaluative judgments and the ability to apply these skills to complex problems that necessitate the simultaneous integration of extremely quantitative information and highly subjective information
                • Expert level pivot table creation, power BI, and other decision tools to support decision making
                • Ability to maintain full confidentiality and discretion in all matters
                • Excellent negotiation and arbitration skills to adjudicate programmatic and unit disputes over resource and space allocations, and diplomacy and communication skills to be able to work effectively with senior campus leadership and university officials over fiscal matters with significant impact on the campus and universityWorking Conditions / DemandsThis role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus.
