Job Description:

Director Quality Management Strategy & Governance Director of Quality Management oversees system-wide quality and value-improvement activities including the collection, monitoring and reporting of critical quality data. Evaluate adherence to selected policies, procedures, and regulations including the data quality associated with executing to those requirements. This includes risk prioritization of records, job completions and asset knowledge. Make written recommendations to Senior Management to increase efficiency and/or effectiveness of the control systems of functions reviewed. Identify the issues, develop and recommend action plans; track and monitor remediation efforts are completed according to defined due dates and report key details to operations leadership and Senior Operations Management. Accountable for aligning asset risk strategies with state specific rate case development and regulatory timing. Drives the development of performance measures and dashboards that document program/project performance. Partners with executives and key stakeholders across NiSource to support damage prevention strategic direction and plans through insightful business analysis from sources such as damage prevention measurements, external trends/best practices, and regulatory environments. Key Results:

  • Develops a First Line of Defense to identify and remediate process gaps that pose risks that are operational, regulatory or reputational in nature.
  • Maintains expertise in Quality Control, work standards and compliance/regulations through participation in industry educational programs, publications, and monthly GSE quality updates.
  • Reports and communicates testing details and progress of remediation plans to reduce risk of reoccurring findings.
  • Effective and timely status communication to operations leadership on key quality measures and performance
  • Achieve internal and external confidence in the effectiveness of quality controls that support mitigating risk
  • Develop repeatable processes and standards for monitoring and testing the effectiveness of systems and processes
  • Drive top tier industry results in quality management including critical industry certifications (i.e. ISO9001, etc.)
  • Collaborate with state regulatory directors, state finance directors and key senior leaders to maintain awareness and alignment with state specific regulatory strategies and objectives
  • Develop and maintain key asset program analytics and engineering project performance metrics
  • Drives collaboration sessions with stakeholders in reviewing performance measures which includes status update, current performance, and trending
  • Prepare and present board slide decks and safety dashboards to senior leadership
  • Collaborate with SME on damage prevention external trends, best practices, and benchmarking--
  • Contributes towards NiSource--s achievement of industry leadership and organizational goals through program analytic development and support
  • Minimize performance gaps and demonstration of continuous improvement Responsibilities:
    • Develops strategic plan, in conjunction with quality assurance team, to ensure successful execution of key requirements and accreditation/certification needs
    • Develops strategies to assess and monitor the effective execution of policies, procedures and commitments.
    • Oversees preparation and review of monthly tracking and reporting that detail and summarizing test findings, as well as assisting in determining what additional testing and reporting would help achieve strategic goals more effectively and efficiently.
    • Oversees analytics, trending and reporting of testing results to Management.
    • Oversees QA/QC activities across Electric and Gas Operations and technical services
    • Develop and build Quality Assurance framework, plan, and staffing needs.
    • Develops strategies to assess and monitor the effective execution of corporate policies, procedures and commitments.
    • Maintain a comprehensive Quality Assurance framework covering Servicing Operations which complies with all regulatory requirements.
    • Ensure test plan/process is properly and consistently executed, ensuring correct and timely review of responses from Operations.
    • Escalates significant risks and loss exposure to appropriate levels of management.
    • Oversees preparation and review of monthly tracking and reporting that detail and summarizing test findings, as well as assisting in determining what additional testing and reporting would help achieve strategic goals more effectively and efficiently.
    • Oversees analytics, trending and reporting of testing results to Management.
    • Report and communicate testing details and progress of remediation plans to reduce risk of reoccurring findings.
    • Draft rate case testimony and provide guidance to external expert witnesses involved in asset related testimony
    • Manage stakeholder collaboration across regulatory, operations, asset risk management, asset knowledge management and engineering on asset risk management programs
    • Provide asset risk management strategy development that aligns across each asset class
    • Develop and promote the use of analytics to drive enhanced focus on performance management within engineering and asset risk management
    • Leading and working with cross functional teams to develop and continuously evaluate high value damage prevention strategies across the NiSource footprint
    • Drives the compiling and distilling damage prevention information, quantitative analysis and technical understanding
    • Manages the development of accurate, well documented strategic analysis, data analysis and related research
    • Leads insightful business analysis that evaluates the damage prevention industry and regulatory environments for best practices, standards, benchmarks and trends
    • Provides strong leadership for the establishment of meaningful and actionable performance measurements required to monitor and track damage prevention performance
    • Drives meaningful summaries of information provided to NiSource executives used to manage and optimize performance Qualifications: Bachelor degree in Data Analytics, Business Administration, Engineering, Finance, Operations Management, Information Systems or equivalent work experience Minimum of seven (7) years of experience in strategy, planning, operations, finance, regulatory or related functional area
      • Ability to partner with all levels of management to ensure effective implementation of time-sensitive initiatives and identify deficiencies and opportunities for improvement.
      • Excellent interpersonal and communication skills required in order to provide guidance, counseling, and direction to all staff.
      • Sound judgment and keen sense of urgency and initiative.
      • Effectively prioritize and execute tasks while managing multiple assignment
      • Develop, analyze and monitor continuous improvement opportunities associated to key performance indicators
      • Support asset class owners by reviewing, drafting and editing asset program related rate case testimony
      • Ability to maintain effectiveness during changing work requirements
      • Experience with building organizational talent and structure for strategy and data analytics
      • Excellent analytical thinking with the understanding of how to link to strategies
      • Strong data manipulation skills and knowledge of predictive analytics
      • Knowledge of how to analyze business problems
      • Proficient in computer applications (i.e. Microsoft Word, Excel, PowerPoint), plus statistical analysis and/or financial modeling
      • Broad experience in business case development on strategic work along with evaluation of impact analysis post implementation
      • Strong business and/or financial acumen --Preferred:
        • Advanced degree in Quality Management, Data Analytics, Business Administration, Finance, Operations Management, Information Systems or equivalent work experience
        • Related knowledge/experience in utility industry
        • Experience in management reports at the corporate board and senior management level
        • Knowledge of the damage prevention process (i.e. one call and safe digging laws)
