Director of Quality & Performance ImprovementSalary Range: $70,000 - $75,000/annuallyThe Director of Quality & Performance Improvement works closely with the Chief Program Officer providing strategic and operational leadership for all aspects of the quality management and performance improvement in service to the mission at Mainstay; to provide life-long, high-quality support services, ensuring that people with intellectual disabilities and autism to lead fulfilling lives. The director will facilitate activities to assess the needs of the organization to measurably enhance the quality of our services and supports through outcome-based metrics, to improve the capacity of our colleagues for excellence in care through training, coaching, and continuous quality improvement, all to improve both the value and safety of our services and supports rendered. This director will also have responsibility for maintaining quality assurance and compliance with all accreditation and federal, state and local regulatory requirements.RESPONSIBILITIES:Quality Program Leadership

  • Develops and supports an organization-wide culture of safety, quality, and performance improvement, informing the evaluation and implementation of performance improvement (PI) models, assessing PI education needs, linking PI activities and data with strategic goals of Mainstay.
  • Optimizes systems workflow management for effective and efficient data collection to abstract, analyze and report quality measure outcomes (aka "core measures") as well as assessing reputational and value-based performance measures related to overall population health management at Mainstay. This will include packaging and sharing data internally and collaborating with support and operational improvement team(s) to close performance gaps.
  • Leads and develops educational and training activities for diverse adult learners focused on skill development and system improvement. Activities may include PI workshops, just in time training, administering the organization Learning Management system, mentoring, and coaching colleagues and their development plans in support of a unified methodology and approach to quality and performance improvement. This will also include oversight and maintenance of a Quality Assurance & Improvement Resources through an Intranet (SharePoint) site.
  • Demonstrates proficiency for use of technology in documentation (including but not limited to Microsoft Office, email, payroll time keeping, etc.).
  • Works at the Program Director & Executive level to assure a single voice ("One Mainstay") and to resolve issues among leaders at lower levels that distract from person centered care or deficient performance.
  • Plans, administers, and monitors of readiness for licensing and accreditation for all quality management, regulatory requirements, and quality improvement processes for Mainstay services and supports.Team Management & Support
    • Provides coaching and mentoring to program directors, program coordinators and their teams.
    • Plans, assigns and reviews work of a quality management & quality assurance team to ensure that organizational objectives are met. Hire, train, develop and manage a qualified team to meet organizational objectives.
    • Promotes cross-departmental collaboration to improve the integration of care and supports across the constellation of services for people supported by Mainstay, utilizing best practices, implementing systems emphasizing measurement and accountability, including unit, service line and/or program leadership feedback.
    • Collaborates to support technology integration and program leadership to ensure waiver compliance, documentation, and coding integrity, to optimize technology integration into supports and to measure the quality and safety of our systems of care.
    • Cultivates succession planning for the quality and performance improvement program, building and developing the skills, abilities and long-term capabilities of direct and in-direct reports for PI, BI, and Continuous Quality Improvement.
    • Demonstrates the principles and values that produce fair and honest behavior; stepping forward and taking a stand for what is right when made aware of unethical or non-compliant behavior of others; consistently complying with all applicable federal, state, local laws and regulations, policies, and procedures, and reporting any concerns about compliance or business practices.
    • Completes all required annual compliance and integrity training.Strategic Leadership
      • Oversees implementation of reporting and business intelligence (BI) systems inform performance assessment and assure real time utilization of data for decision supports.
      • Supports all performance improvement teams and community groupings to support strategic priorities, initiate development of appropriate improvement projects, assist engagement with appropriate stakeholders, and facilitate leadership of complex initiatives to successful implementation.Accountabilities
        • Develops and implement a uniform approach to root cause analysis education and performance improvement plan development.
        • Tracks and manages key performance indicators (such as P&L targets, incident rate targets, strategic priority targets).MISCELLANEOUS:

            • Analyzing & Solving ProblemsHOURS: 37.5 hours per week. Schedule encompasses varying days and hours including periodic observation of all shifts. On-call as needed.QUALIFICATIONS:Master's degree from an accredited college or university and (3) years of supervisory experience in performance improvement and training in behavioral health and human services, -OR- bachelor's degree and (5) years of related supervisory experience in performance improvement and training in behavioral health and human service programs. Must obtain and maintain Pennsylvania Certified Investigator status and Office of Developmental Program (ODP's) Quality Management Certification.
