Organizational Overview: Regional Opportunity Initiatives (ROI) is a 501(c)(3) organization established to advance community and economic prosperity in the Indiana Uplands, an eleven-county region in southwest central Indiana that includes Brown, Crawford, Daviess, Dubois, Greene, Lawrence, Martin, Monroe, Orange, Owen, and Washington Counties. ROI seeks to advance regional prosperity through its education, workforce, and quality of place initiatives. Key to the organizational mission is the development of sector-based strategies to support the life sciences, national security and defense, and advanced manufacturing. Vice President of Economic and Community DevelopmentJob Summary and Responsibilities: The Vice President (VP) of Economic and Community Development is a strategic, innovative, and highly collaborative leader with exceptional communication and interpersonal capabilities. The primary objective is to improve talent and workforce attraction in the Indiana Uplands region through the implementation of place-based strategies and initiatives. The VP cultivates and maintains relationships across a multitude of partner organizations at the local, regional, and state level. Working with communities, economic development organizations, governmental entities, businesses, and education providers, the VP of Economic and Community Development will work to ensure the Uplands is prepared to fulfill its significant potential and poised for growth. ROI's place-based initiatives include strategic investments in projects that foster a high-value quality of place and advance a sense of regionalism. Quality of place initiatives advance ROI's mission by serving as a key component of a larger strategy to advance prosperity in the region. Paired with ROI's strategies for education and workforce, quality of place initiatives will serve to attract employees, residents, and businesses to live, work, play, and invest in the Indiana Uplands. Place-based strategies currently include the Indiana Uplands Regional Housing Study, the Ready Communities Planning and Implementation Grant program, the Feasibility Study and Master Plan, and the Indiana Uplands branding and marketing initiatives.The VP of Economic and Community Development is responsible for supervising a program manager, as well as planning, implementing, and evaluating the effectiveness of projects and initiatives designed to improve workforce attraction and retention across the 11 counties of the Indiana Uplands. This individual will:Become the foremost expert on quality of place and workforce attraction in the Indiana Uplands and deploy that expertise to advance the regionProvide oversight for existing place-based strategies to ensure fidelity in delivery, implementation, and analysisDesign and deploy strategies for activating the recommendations and findings of key studies and analyses conducted by ROI or by othersServe as a resource for local, county, and regional organizations implementing place-based strategies for attracting and retaining talent. Ensure stakeholders have the technical assistance necessary to effectively deploy resources, including those from ROI, for maximum impactProactively identify challenges and opportunities that must be addressed for the region to advance, compete, and thriveWork collaboratively with ROI colleagues on efforts of shared significance and co-design strategies that offer multi-faceted approaches to addressing an opportunity or challengeDevelop strong working relationships with organizations that can provide benefit to the region through services or funding including local, state, and federal organizations, economic development entities, philanthropic organizations, and various associationsEmbed analysis, evaluation, and accountability into all aspects of the workAdvocate for the region as a biased enthusiast for the Indiana Uplands, its communities, employers, and people. Work with the communication team to plan, direct, and coordinate activities designed to create or maintain a favorable public image or raise issue awarenessServe as an advisor to the President and CEO as a member of the leadership team Examples of Duties and Responsibilities Program ManagementDirect the Ready Communities grant program. Provide input and direction with regard to assessing community needs, including developing collaborative approaches to addressing needs and implementation of those strategies.Oversee staff responsible for Ready Communities grant reporting systems, including identification of metrics, tracking, and monitoring.Support community outreach and engagement processes while building local capacity to improve workforce attraction and retention.Program SupportAttend and participate in county, regional, or other relevant meetings convened by or involving local economic development leaders or county or state policymakers.Advise the President and CEO on issues pertaining to consultant contracts, funding process outcomes, or other emerging issues.Assist the President and CEO in monitoring the ROF budget.Provide lead staff support to ROI board meetings. With the President and CEO, plan and prepare monthly board agendas.
